THE Ughelli South Local Government Council Legislative Arm in Delta State has ordered the council chairman, Paul Etaga, to render income and expenditure of the council within two weeks.

The council legislative arm has also suspended the five supervisory councilors indefinitely. This was made known through a motion moved and seconded by Kenneth Fovie and Sunday Apah respectively, during the sitting of the legislators at the council secretariat.

The session was attended by 18 out of the 20 councilors.

Moving the motion, Fovie explained that Section 23 sub-sections C and D of the local government law empower the lawmakers to summon the chairman to render monthly statements of income and expenditure and annual reports to the legislative house for it to consider and debate in order to ensure accountability and enforce the performance ethics.

On his part, Apah, while seconding the motion, lamented that since after their swearing to date, the chairman has not deemed it fit to render income and expenditure of the council as the chief accounting officer to the legislators.

He said this negates the Section 23 C and D of the Delta State Local Government Law.

In the words of Apah, “We exercised one of our constitutional duties as lawmakers to checkmate the executive arm.

“It is not to witch-haunt members of the executive arm but to ensure that the spirit of accountability exist within the political office holders and the civil servants,” he added.
